中共在香港推動CEPA的設想與初評

    2003629日,中國大陸中央政府與香港特區政府在香港正式簽署「更緊密經貿關係安排」協議(Closer Economic Partnership Arrangement,簡稱CEPA),並於200411日正式實施。中國推動CEPA的意義在於以新的經貿框架,創造了中國內地與香港的經濟連結,特別是香港與深圳、上海,以及泛珠江三角的大規模中國國內區域經濟整合。其並希望能夠以CEPA模式將台灣納入其「一國四區」的「大中華經濟圈」範圍內。

在中國所設定的全球與東亞經濟發展戰略機遇期之下,內地與香港CEPA的簽訂,將是中國經濟一體化戰略的重要一環,也是大中華經濟圈開始向外畫圓的起點。就當前中國大陸積極推動東協+3的自由貿易區的方向看,香港CEPA2004年的優先推動,亦關係到21世紀中國大陸國際經濟戰略大局。因為若無法以CEPA模式推動與鞏固大中華經濟的內圈,有關推動東協+3的自由貿易區將會產生實際操作面的困局。但是CEPA並非完全是單純的國內經濟事務。由於中國與香港是分屬不同的關稅區域,CEPA的推動也必須考量WTO相關規則對於此項佈局的制約。本研究就是以WTO有關自由貿易區的規範為研究起點,並嘗試性的探討未來CEPA的可能發展與對於兩岸三地的影響。

Abstract

The PRC central government signed an important economic agreement with Hong Kong government in June 2003, which is called “the Closer Economic Partnership Arrangement; CEPA”. This CEPA plan entered into force in January 2004. The true meaning of the CEPA is that China has taking serious concerns about the current Hong Kong economy and tried to utilize the CEPA as a tool, by which to build up closer economic ties among Hong Kong and China’s inner land cities. It is a kind of the free trade agreement (FTA) but in domestic elements.

The more and extended meaning of China’s CEPA is political and strategic concerns. China now also thinks the CEPA as a model to build up the cross-straits economic relations. The CEPA model which China has offered to Taiwan is a choice, by which China offers Taiwan to join China’s market and economic integration by the name of CEPA as part of the political arrangement – “one China, two systems.” If Taiwan refuse such offer, Taiwan might be finally excluded from the so called “the Greater China economic sphere” and China’s “ASEAN plus Three” plan. For Taiwan, the choice is getting difficult, the increasing trade and investment volume of Taiwan’s economic ties with China seems unavoidable in the near future; however, the political relations between Taiwan and China are at the bottom since the DPP’s ruling after the year of 2000.
