製造業就業水準與對外投資之關係

摘            要

    本研究利用民國82年及89年的《台閩地區工業統計調查報告》（原《工廠校正資料》）資料，檢視台灣製造業就業的實際變動，及造成變動的原因是否與廠商對外投資有關。研究結果發現，廠商對外投資對國內就業市場並無不利的影響，同時廠商赴大陸投資也未造成國內失業人數的增加，但相較於只在大陸以外地區或在多個地區投資的廠商，赴大陸投資對國內新創就業之助益較不明顯。面對市場環境的變化，產業結構調整無可避免會影響勞動僱用，個別企業產能的調整對勞動僱用的貢獻較小，對衰退型企業而言，甚至是負的，新廠商進入及新產品之生產有利於創造新的就業機會，是提升國內就業水準的政策思考重點。

Abstract

We present the relation between foreign affiliate production and parent employment in Taiwan manufacturing multinationals. It is shown that FDI is uncorrelated with job displacement at home. Although investing in Mainland China is not harmful to domestic employment, it has little benefit of contributing to the creation of jobs compared to investing in other areas. Results also suggest that encouraging new firms’ entry and technology innovation is the feasible way to create domestic jobs.
