中共對聯合國維持和平行動之參與

   本文研究中共對聯合國維持和平行動之參與。全文主要分成兩部份,第一部份介紹聯合國維持和平行動的由來及發展,第二部份研究中共參與聯合國維和行動的立場及目的。本文的目的在於藉研究中共參與聯合國維和行動之行為,來了解中共外交政策的演變。本文指出中共對聯合國維和行動的態度,從一九七○年之消極抵制、一九八○年代之全面支持、到一九九○年代之有選擇性支持。進入二十一世紀之後,中共對維和行動之參與更加積極,但是中共對參與維和行動的原則並沒改變,中共參與維和行動是基於其國家利益,不符合其國家利益的維和行動,中共不會支持。

Abstract

This article studies China's participation in United Nations peacekeeping operations. It consists of two parts. The first part focuses on the emergence and development of the UN peacekeeping operations; the second part analyzes China's position and purposes in participating in the peacekeeping operations. The purpose of this study is to understand the development of Beijing's foreign policy. It points out that Beijing adopted a passive and negative attitude toward UN peacekeeping operations in 1970s. But China supported UN peacekeeping operations without reservation in 1980s. In the 1990s, China changed its attitude again. It selectively endorsed some of the missions established by the Security Council in that decade. China's different attitudes reflected the changes of its foreign policy in these three decades. China has become more actively in participating in UN peacekeeping operations in the new millennium. However, Beijing did not change its principles. This study argues that China would not support any peacekeeping operation which does not serve its national interest.
