Campus Network Usage Code (CNUC)

1.      To make the Campus network, including dormitory network (Network), the best it can be, to promote the idea of respect for laws, and to provide a clear code of conduct,, NSYSU instated this code, according to Ministry of Education Campus Network Usage Code to improve learning and education.

 

2.      Network users must respect intellectual property rights and therefore refrain from the following acts of violating copyright:

2.1              Use computer programs without authorization.

2.2              Illegally download or copy copyrighted works.

2.3              Upload copyrighted works on public websites without the consent of the copyright holder.

2.4              Forward articles on BBS or any other on-line forum which are not allowed to be forwarded, if this is so stated by the copyright holder.

2.5              Set up a website for the public downloading of copyrighted works.

2.6              Any other behavior against copyright law.

 

3.      It is prohibited to abuse the Network system. Network users should not:

3.1              Spread viruses or programs which interfere with or break down operation systems.

3.2              Intercept network messages without authorization.

3.3              Use network resources through deciphering, embezzling, or personating othersˇ¦ accounts and passwords or give out othersˇ¦ account and password without their consent.

3.4              Lend someone else your account without good reason.

3.5              Conceal accounts or use fake accounts. However, specifically authorized anonymous users are excluded.

3.6              Read other peopleˇ¦s emails or files.

3.7              Abuse network resources, for instance by sending lots of junk mail, paralyzing othersˇ¦ email boxes, or vandalizing resources.

3.8              Spread fraudulent messages, or messages containing calumny, insult, impudence, harassment, illegal trade in software or any other illegal business..

3.9              Do non-teaching related research or make any other illegal use of NSYSU Network resources.

 

4.      NSYSU authorities must respect network privacy, and not access any personal or private information of NSYSU employees and students. However, under the following circumstances NSYSU authorities are allowed to do so::

4.1              To maintain and check system security.

4.2              To investigate any behavior against school regulations, authorized by the Intellectual Property Right Promotion and Execution Group (IPRPEG).

4.3              To co-operation in official judiciary investigations.

4.4              For any other reasons allowed by R.O.C. laws.

 

5.      To execute CNUC, the Computer Center is authorized to do the following:

5.1              Demand that network users change behavior the Computer Center deems harmful to the network..

5.2              Manage transmission speed properly.

5.3              Bar individual network users from using the network if he/she violates CNUC or affects regular network operation.

5.4              There will be people in charge of BBS and other websites. They are authorized to delete improper articles, denu access to users who abuse the site in some way, and hand cases over to NSYSU when users violate school regulations and laws.

5.5              Do anything else to maintain and optimize the campus network.

 

6.      Any network user who violates CNUC will receive the following penalties:

6.1              Be denied access to all network resources.

6.2              Be punished according to school regulations.

 

7.      Any verified violation of CNUC will be handed over to NSYSU authorities for determination of punishment.

8.      Appeals to punishment can be made by following appeals procedures..

9.      CNUC was proposed by IPRPEG and passed in the Administrative Meeting of NSYSU.  Revisions and adjustments to these rules can only by made by a procedure identical to the one that brought these rules into effect.
